Industrial Effluent Characteristic Study (IECS) involves qualitative and quantitative analysis of industrial effluent to determine pollutant characteristics, loading rates, and treatment requirements.
Our IECS scope includes:
• 24-hour composite sampling
• Flow measurement & profiling
• Effluent parameter analysis
• Regulatory compliance evaluation
• Data support for IETS design & upgrading
IECS findings support compliance under Industrial Effluent Regulations and guide treatment system decisions
We provide technical support related to Industrial Effluent Treatment Systems (IETS) to ensure discharge compliance and operational efficiency.
Our IETS services include:
• Treatment process review & evaluation
• Capacity & hydraulic loading assessment
• Performance verification
• System upgrading & modification recommendations
• Compliance support for authority submission
• Troubleshooting & optimization
We ensure treatment systems operate within regulatory discharge limits and maintain sustainable performance.
All sampling and analysis are conducted by certified personnel in collaboration with accredited laboratories to ensure reliable and regulator-accepted results.
Laboratory services include:
• Wastewater & treated effluent analysis
• Surface water & groundwater testing
• Leachate & cooling tower analysis
• Drinking water analysis
• Analytical reporting for authority submission
Non-compliance with the Environmental Quality (Industrial Effluent) Regulations 2009 in Malaysia can result in severe penalties, including fines up to RM100,000 and/or up to 5 years imprisonment.
Other consequences include daily fines of RM1,000 for continuing offenses, suspension of operating licenses, and mandatory installation of equipment, with newer amendments in 2024 raising potential penalties for extreme breaches to RM10 million.
Punishment and Enforcement Are :
· Court Penalties: Under Regulation 32, violations generally lead to a maximum fine of RM100,000 or imprisonment for up to five years, or both.
· Daily Fines: Continued failure to comply with notices can result in additional fines of RM1,000 per day.
· Prohibition Order: The Department of Environment (DOE) can issue a Prohibition Order under Regulation 30, stopping operations immediately.
· Director Liability: Company directors can be held personally liable for offenses committed by the company.
· Specific Breaches: Discharging exceeding Standard A or B parameters (e.g., high Chemical Oxygen Demand - COD) directly violates Regulation 11 or 12.
· Amendment Impact: Recent updates (Environmental Quality Act 1974 Amendments) have significantly increased penalties, allowing for fines up to RM10 million for severe, intentional, or negligent pollution.
It is essential for industries to maintain proper Industrial Effluent Treatment Systems (IETS)and adhere to monitoring requirements to avoid these penalties.
